The EPF recognizes the value of employee benefit packages in the recruitment and retention of top talent. The report notes that "health insurance helps to ensure a healthy workforce that arrives daily and performs at peak levels" and that "retirement plans inspire employee loyalty, reducing turnover costs and increasing employee tenure".
In the United States, a relative lack of publicly funded health and pension benefits has left the private sector to fill these gaps. But the EPF states that this is simply not sustainable and that "faced with increased foreign competition, spiraling health care costs, and an aging workforce", employers are no longer able to provide the benefits they once were.
